They are not necessarily <br /> safe and not necessarily realistic. They cannot be applied safely to all pilots and all <br /> circumstances. They are expected to be supplemented with judgment." Mr. Germano <br /> said "a 152 foot building will pose a public safety hazard for the reasons pointed out <br /> by the other pilots." Mr. Germano said public safety was his primary concern, and the <br /> value of human life must come first. <br /> Keith Bautista, member of the Redwood City Building Review Board, referred to the <br /> letter he wrote to the Council "favoring the project because of its high value to <br /> Redwood City." Mr. Bautista said engineers spend years studying forces of nature, <br /> mathematics, developing analytical skills, gaining real life experiences on how to <br /> apply laws of probability, factoring in "what if' scenarios, using everything possible <br /> to come to appropriate conclusions. Mr. Bautista said after engineers reach their <br /> conclusions they add additional safety factors to ensure they "obtain an appropriate <br /> margin of safety to cover every possible contingencies whatever they can be." Mr. <br /> Bautista said although the proposed EA building is just under the FAA limit, as an <br /> engineer he has "confidence with this height limit, because I believe it was arrived at <br /> only after much study using conservative methods by and for the governing agency." <br /> Mr. Bautista said the existing recommended height limit is several hundred feet below <br /> what is considered safe. "This....height is an example of engineers increasing the <br /> ~ safety factor on top of already approved decisions and conclusions." Mr. Bautista <br /> said engineering decisions are based on the need for public safety and in consideration <br /> of public behavior. He cited as an example, automobile drivers who exceed posted <br /> speed limits around road curves and do not crash because "there is a safety factor <br /> which allows for our indiscretions, our behavior." Mr. Bautista said decisions should <br /> not be based on extremes, it would stop progress and innovation. The EA proposed <br /> heights "are safe and they are appropriate.... We need to move on and welcome what I <br /> believe is an excellent firm like Electronic Arts to Redwood City." <br /> Paul Carlino, 660 Spar Drive, Redwood City, member of the Redwood City Home <br /> Owners Association, commented on the traffic study, the Fehr Report. He said there <br /> is gridlock on Marine Parkway in the afternoon and going northbound on Highway <br /> 101. Mr. Carlino said the Fehr Report describes gridlock on Redwood Shores <br /> Parkway after build out. He said there will be no convenient ingress or egress for <br /> Redwood Shores residents. Mr. Carlino said there are two intersections designated as <br /> "F" now, and there will be ten intersections with that designation after build out. He <br /> asked that those traffic problems be corrected before Council grants approval to <br /> Electronic Arts. <br /> Bill Conwell, 154 Atherton Avenue, Atherton, board member of the San Carlos <br /> Airport Pilots Association, advised he and his son own and fly three general aviation <br /> - airplanes out of San Carlos Airport.
