the heights that are being proposed in the proximity to a traffic pattern that we are
looking at, there is no way that it can pose other than a tremendous exposure." Mr.
Conwell asked Council to work with Electronic Arts to impose a 100 feet height limit
on their buildings.
Guy Bennett, former Redwood City Port Commissioner, 420 Hi!!crest Drive,
Redwood City, described his experiences with the San Carlos Airport and plane
traffic patterns as a tenant of the DHL building for seven years. Mr. Bennett said
because of that he learned to fly an airplane and he loves it. He said he and his
partner had no problems in that location. Mr. Bennett described the concept of "glide
ratio" and necessary altitudes for safe approaches which would put aircraft 450 feet
above the EA site. He said the rules require pilots to fly at least 500 feet above
populated areas except while landing. Mr. Bennett quoted Ms. Denise Devi!!e who
spoke at a Planning Commission "This is not an issue of the airport or Electronic
Arts." Mr. Bennett added "this is an issue about Electronic Arts building a building
that wi!! be great for Redwood City, and I support it very strongly." Mr. Bennett
expressed his support for the Electronic Arts project and the San Carlos Airport, and
said the proposed 151 feet building will not hurt the Airport.
Henry Gaw, 538 Shorebird Circle, Redwood City, said he knew when he moved here
four years ago the EA site would be developed. He expressed concerns that it now
appears "the pilots are deliberately flying more and more so over the Redwood Shores
residential area." He expressed support for the EA project for the benefits that will
accrue to Redwood Shores, and suggested perhaps "it was time to get rid of the airport
leaving Redwood Shores a residential and commercial area."
James Bailey, 2711 South Norfolk Street, San Mateo, Electronic Arts employee,
referred to his traffic survey that Carol Ford quoted earlier in the evening, and
suggested that traffic factors such as train and bus transportation, biking, walking, etc.
should be factored into those earlier conclusions. Mr. Bailey requested that "if
another traffic survey is required, that it be based on a computer electronics firm that
makes entertainment software not on Oracle or the standard office buildings that have
people crammed in, coming in all at the same time." Mr. Bailey said reducing the
size of the building will not reduce the number of employees and the traffic they will
generate.
Jack Kennerly, 1285 Charlotte Avenue, Yuba City, member of the Aircraft Owners
and Pilots Association, offered technical aviation data, including the need for GPS
Approach, in opposition to the Electronic Arts project. Mr. Kennerly said "AOPA
fully supports the appellant's request that an EIR be done on this project or that the
project be concluded at the 100 feet height which is the current zoning height."
Robert Slusser, 541 Cringle, Redwood City, said people have been forced to choose
sides in an issue that divides our community. He said "Electronic Arts is not the
enemy. I don't argue with their vision of award winning architecture, tree lined
walkways, and contented employees." Mr. Slusser said the documents presented so
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 WLY 15, 1996
MINUTES Page No. 389 PAGE 17
