Mr. Slusser said <br /> developments do not automatically bring benefits to the people in the community. He <br /> said over the past 16 years developments in Redwood Shores have added millions of <br /> - dollars to the tax base, but property taxes have continued to increase. Mr. Slusser said <br /> requests for improvements in Redwood Shores were met with denial due to lack of <br /> funds, and he added that their streets are in need of repair. He said the bottom line is, <br /> "I don't believe there has been a balance of benefits, risk and the assessment of the <br /> environmental impact on the community that this project brings." Mr. Slusser asked <br /> "Do we know in 3, 5 or 7 years from now what measurable benefits this project is <br /> going to bring to the people of Redwood City and Redwood Shores? If we don't <br /> know the answer we need to think about it because our process may be flawed." <br /> Mary Morrissey Parden, 805 Schooner Bay Drive, Redwood City, spoke in favor of <br /> the Electronic Arts project. Mrs. Morrissey Parden is the Vice President of the <br /> Redwood Shores Owners Association, representing over 2850 households in <br /> Redwood Shores. She said "This is the Master Association, not to be confused with <br /> the much smaller, special interest, volunteer association known as the Redwood <br /> Shores Home Owners Association.... Mr. LaVerne Atherly, the current president of <br /> the RSHOA, is not a member of the Redwood Shores Owners Association." Mrs. <br /> Morrissey Parden submitted the Redwood Shores Owners Handbook, and made <br /> reference to her two letters to the Council and Planning Commission on file in the <br /> City Clerk Department. She said the RSOA is in no way connected to the what it <br /> considers to be a frivolous formation of the Coalition for Compatible Land use. She <br /> - said, "We agree with LAFCO that the idea of secession is an extraordinary burden on <br /> the Council in making a decision regarding this project." Mrs. Morrissey Parden said <br /> "the density of this property is far below what could be developed." She said traffic <br /> and air quality are regional problems, the County as owner of the Airport has not <br /> objected to the project, and the general plan has always designated this area for <br /> commercial development. <br /> Wallace Dean, 325 Bay Road, Menlo Park, said he has been a pilot for 55 years, has <br /> flown out of San Carlos Airport for 23 years, and is a member of the AOP A, Airline <br /> Pilots Association and San Carlos Pilots Association. Mr. Dean said the most <br /> dangerous airport in the area is Reed Hillview because of its proximity to the <br /> shopping mall, trees, etc. He said the same problems will exist at San Carlos Airport. <br /> Mr. Dean described wind factors and how airplanes drift. He said small, light <br /> airplanes, and student pilots tend to wander. He said the EA building should be <br /> limited to 100 feet. <br /> Manuel Sotomayor, 12 Riviera Circle, Redwood City, said he has been a resident of <br /> Redwood Shores for 17 years, and a member of the volunteer RSHOA to keep <br /> informed and join together to receive favorable results for Redwood Shores. Mr. <br /> Sotomayor said he had great concerns with the Electronic Arts project process <br /> regarding the 1974, 75 ElR, and whether the findings of20 years ago could be applied <br /> -< to the circumstances that exist today.
