the traffic recommendation of adding lanes to Redwood Shores Parkway. he said that
would only "move the bottleneck faster to the real bottleneck which is northbound
101." Mr. Sotomayor said if the EA development goes forward the Redwood Shores
community will be faced with a frustrating, intractable traffic problem that has no
solution.
Ginny Hughes, 18 Admiralty Place, said her husband Pete Hughes was participating
in the Redwood City 2000 meeting in the Library and couldn't be here tonight. Mrs.
Hughes spoke in favor of the Electronic Arts project and the process it went through.
She said, "Electronic Arts has gone through all the proper channels," and everyone
had an opportunity to address all the issues. She said she wanted to offer her hand as
a "Welcome, neighbor, and thank you for really picking the greatest city on the
peninsula, my city, Redwood City."
Gerald StimpIe, 20 Spring Valley Way, San Carlos, said he supported the Electronic
Arts project, but would like to see the buildings kept to a maximum of 100 feet. Mr.
Stimple said he has flown in and out of San Carlos Airport for 25 years. He described
flying conditions in bad weather and how the EA building would be obscured. He
referred to the differences between John Wayne Airport and the San Carlos Airport,
saying "when flying over the San Carlos Airport unless you are in the San Francisco
Class B airspace they call it, you have to be flying below 1,500 feet. John Wayne
Airport is 4,400 feet. That gives us almost 3,000 more feet to play with than John
Wayne Airport, so I don't think the tall buildings around John Wayne are quite as
dangerous as they would be here." Mr. Stimple described an engine failure scenario
that would jeopardize the EA building.
Robert Clinton, business address 2561 Menlo Park, Menlo Park, resident of
Redwood City, said he was not against the EA project but was concerned with the
safety of aircraft using San Carlos Airport. Mr. Clinton referred to the FAA Airspace
Evaluation Report and said the proposed building is one foot below the FAR Part 77
standard that describes a building as a hazard. Mr. Clinton said, "If it were 15 I feet it
would be classified as a hazard to navigation. Can we really cut such a fine line to
separate the hazard from no hazard?" Mr. Clinton referred to his previous letters to
the Council saying he proved that drift could take an aircraft over the EA site at an
unsafe altitude. He elaborated on technical aircraft and airflight data and profiles in
support of his concerns regarding safety, and asked Council to deny the permit for the
EA project.
Mrs. Kyle Gorman, 2401 Hastings Shore Lane, Redwood City, said she and her
husband are first time homeowners in the Redwood Shores neighborhood, and
thanked all those who spoke out against the height of the tallest EA building. She
said she had one word for the FAA, "Valuejet." Mrs. Gorman said she and her
husband were aware of the commercial plans for the property next door to them and
knew plans could change, and were told the property across from them would be
developed as a technical school and a park. Mrs. Gorman said she was concerned
about "decreasing property values if the building is erected, the additional traffic
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 JULY 15, 1996
MINUTES Page No. 391 PAGE 19
