CalTrans in particular, to get things done. That is what this City Council can do,
provide that kind of leadership. The same goes with the traffic assessment
district. This project wiII help us get that district up and running, finally.... We
have to put the political pressure, the public pressure on the Joint Powers
Board....(which Board) makes us spend money on useless things. We have to put
the pressure on them, on CalTrans to get these projects done and not in the year
2000." Councilman Leipzig referred to the editorial in the San Jose Mercury and
its assertion that there has not been enough attention on Redwood Shores,
"Perhaps it hasn't been. I haven't been on the Council for ten years. I was
elected in November of last year. All I can do is to report and tell you this
current Council is committed to providing services to Redwood Shores. If you
look at our Capital Improvement Projects for this coming year, half of it is
Redwood Shores projects.... I am sorry it hasn't happened for ten years,....but we
are going to do things for Redwood Shores and it is just a matter of making it a
priority and putting the pressure on in the proper places." Regarding the EA
project Councilman Leipzig said the pluses outweigh the minuses. "We have to
go forward, it is a wonderful project, and we should be grateful they have chosen
Redwood City. We are going to have some growing problems. We have to deal
with them.... Nobody wants the Airport to go away,.... but the pluses outweigh
the minuses by far....(to the appellants) Don't go away, don't go away ITustrated.
Secession is not going to work, don't even try it. It is just too difficult. Work
with us so we can work with you and solve the problems."
__n______---------------------------------------------------------______n______--n--------n-----
At 11:04 P.M. Vice Mayor Howard said she works
near the area and people who live in the area come into the office all the time.
Vice Mayor Howard said she had many, many discussions with her constituents
and people in the affected area about all the issues related to the proposed project.
She said most people understood the value of a single tenant on that property.
Vice Mayor Howard said she paid special attention to the safety concerns,
researched all the studies including the FAA report, and talked to people at the
ALUC. Vice Mayor Howard advised that she has a close friend, a long time pilot
who knows San Carlos Airport well, who took her up four times to fly over the
subject area, sometimes with 20 to 25 knot winds. She said she never felt at risk,
but her pilot/friend said coming "from a student pilot standpoint there might be
some modifications that should be made, but there should be no risk, because
flying the way they should fly in and out of that airport, there should be no risk
with the height of that building. He agreed with the FAA report. I am not the
expert. I need to rely on those experts to help me make my decision....
