Mayor Hartnett said the testimony
heard at the July 1, 1996 Council meeting overlaps with the issue of the appeal by the
Coalition for Compatible Land Use and the testimony taken at the July I, 1996
Council meeting is to be considered incorporated into the record in connection with
the appeal. Mayor Hartnett said the staff and the applicant's presentations from the
July I, 1996 Council meeting should also be considered in the Council's
deliberations. All the testimonies are part of the public record.
Acting Planning Director Passanisi distributed a memo ITom Michael McClintock,
the City's aviation expert, answering questions raised by Robert Clinton in a letter to
Council and staff; inserts to the letter ITom the City Attorney explaining changes to
the Development Agreement; and correspondence ITom CCAG on traffic impacts and
information on the amount of cubic yards that will have to be moved by the
development. Director Passanisi briefly described the many meetings held on this
subject, beginning with the Airport Land Use Committee in November 16, 1995, the
Pilots Association, the public meeting in the Belmont Sports Complex, the Planning
Commission's three public hearings, the Council's public hearing on July 1, 1996 and
the continued public hearing and public hearing appeal scheduled for this evening.
Mayor Hartnett described the agenda to be followed for this public hearing,
including the order in which speakers would address the Council. He provided
information in response to several comments offered during the public input process:
. The GID 1-64 will lose millions if the Electronic Arts development agreement is
approved. In fact, if approved, EA would provide in excess of $6.5 million to
GID 1-64 projects.
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 JULY 15, 1996
MINUTES Page No. 381 PAGE 9
