, . . I . -

would like to have the City Manager report back to us. I would like to have this on the
agenda for discussion....It is something I think we need to talk about. I would be anxious
to save this $100,000. Put it towards another police officer or code enforcement officer,
- other needs in the City. I've been in management just about all my years after coIIege, and
I've never received overtime, travel. Maybe taken a comp day here and there, but I think
her point... that this is a privilege perhaps we cannot afford. In addition to that, the
additional educational expense reimbursement of approximately $12,000 a year that is
given to executive management employees for training and education, again is rarely used,
and documented and is just taken at the end of the year or the beginning of the year as a
cash sum. I think those are things we have to take a hard look at if we are asking our
citizens to cut back on things, I think there is always an area in a City budget, or in any
budget, whether it is private or public, where we can cut back. And I think here is an
example of someone after 22 years working for the City, most recently in the Finance
Department, she put forth her recommendations because of her concern and care for the
City. I would like to see this come back." (205)
MEMO 8/13/96
D. Vice Mayor Howard reported on the Project Oversight Committee meeting (Belmont
SchoollRedwood Shores Community Center) last Monday with Parks, Recreation and
Community Services Director Griffiths, Senior Civil Engineer John Lynch, Miles Phippen
of Vanir Construction Management, Jeff Keuscher of the Belmont School District and
Charles Higueras and Carl ScheidenheIm, Architects. Vice Mayor Howard said a decision
had been made to increase the child care area from 30 to 60 spaces, eliminate the drop-in
teen center area, and decrease the size of the classes and conference room. (100)
-
Vice Mayor Howard asked her coIIeagues whether they agreed that a teen drop-in ce'nter
was too important to eliminate. Vice Mayor Howard said if there was a consensus, she
believed it should be referred to the Council Facilities Committee.
Councilwoman Buchan, Chair of the Council Facilities Committee, agreed to consider
this issue at the Facilities Committee meeting scheduled for August 13, 1996.
MEMO 8/13/96
Councilwoman La Berge said that the teen center in the new Red Morton Community
Center was so popular because the idea was brought forth by the teens themselves. She
suggested that the teens in the Redwood Shores area be involved in any decision about a
teen center in the Community Center. Councilwoman La Berge said if it is important to
them they will buy into it and support it.
Mayor Hartnett agreed that the matter should go to the Facilities committee and any
decision should involve the teens who would be using the center. He said the "teen center
at Red Morton is a dramatic draw for teens, and a casual reading of news clippings around
the County shows that other cities are either building or planning to build teen centers, and
those that are not are wishing they could."
'--
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 AUGUST 12, 1996
MINUTES Page No. 4026 PAGE 13
