<br /> Mayor Hartnett added that "we have to recognize that given the current <br /> recommendations (for) the expansion of the child care component and the attendant <br /> reduction of the area or elimination of the teen center, if we were to do both, there could be <br /> a significant financial component. This isn't simply saying we would like to <br /> accommodate teens or accommodate child care, it is if we choose to do both, we will <br /> need" information on cost and funding. Mayor Hartnett said the recommendations would <br /> have to come quickly as the project is in the design phase, and needs to get built in a <br /> timely fashion to meet the deadlines. <br /> City Manager Everett said a report would be ready for the Facilities Committee meeting <br /> August 13, 1996 and the information requested by the Mayor would come later. He added <br /> that if the money could be found and the Council decided to do both, the process would be <br /> slowed. <br /> MEMO 8/13/96 <br /> C. Continued. <br /> Councilman Leipzig asked to hear from his colleagues regarding Mrs. Tastor's Ietter(205). <br /> Councilman Ruskin said he would like to be better informed about this subject in both <br /> the public and private sectors so the Council can better evalu~te the information. <br /> Councilwoman La Berge agreed and asked for more information about the educational <br /> reimbursement and how that is applied. <br /> Mayor Hartnett asked staff to prepare a report without recommendations on the items <br /> that were brought up in the memo, clarifying the issues and facts to provide a sound basis <br /> for evaluation. He added that after studying the report the Council will determine if it <br /> wants to address any policy issues. <br /> MEMO 8/13/96 <br /> E. Vice Mayor Howard presented an update on the Shopping Cart Educational program <br /> which was developed by a task force comprised of store managers, the California Grocers <br /> Association, residents of the community and representatives of City staff from Public <br /> Works, the Police Department and members of the Pride and Beautification Committee. <br /> Vice Mayor Howard said the task force had met several times and has "decided to enact a <br /> 60-day program which will begin on August 28, 1996. There will be press releases <br /> announcing a very proactive educational program as well as our Police Department to cite <br /> and warn people about the issue oftaking carts off a store owner's property. That is illegal <br /> to do that." (205) <br /> Vice Mayor Howard described the program, and said here will be every opportunity for <br /> the public to be informed including signs, stuffers, newspaper, radio and cable TV.
