I . - <br /> month service exclusively for yard waste will have no rate change; and customers on fixed <br /> incomes generate minimum solid waste and they are unlikely to require additional <br /> containers if the free end of the month collection is eliminated. <br /> ~ <br /> Manager Holmquist said City staff believes this program offers the most service for the <br /> least cost, and eliminates the existing situation where many customers are subsidizing a <br /> few who dispose of their solid waste at the free end of the month pick-up. Those <br /> customers might have to buy more cans for their solid waste disposal thereby increasing <br /> the revenues which should result in a more stable revenue stream which might reduce the <br /> need for possible rate increases in the future. The proposal explains that keeping the end <br /> of the month pick-up would be counterproductive to AB 939 and the City's diversion <br /> goals would not be met. The program is a good faith ef';fort to comply with AB 939 <br /> through the yard waste program and the expansion of the recycling program. <br /> Manager Holmquist described BFI's supplementary pick-up program: If customers have <br /> special needs for extra pick-ups such as excess trash from a party or a large appliance, BPI <br /> will make supplementary collections on the regular weekly pick-up day for a reasonable <br /> fee. <br /> Manager Holmquist read the letter from Kathleen Gallagher from the County of San <br /> Mateo describing the proposal as "the most cost effective and necessary step that we can <br /> take to meet the aggressive recycling and diversion mandates of AB 939." <br /> In response to Council questions, Dan Day ofBFI, said if the customer wished to purchase <br /> - a special 96 gallon toter cart the cost would be $51, the BFI cost. <br /> In response to Council questions, Debbie Sergeant of BFI, said there is a mill in <br /> Sacramento that will receive a large amount of the mixed paper collected on <br /> Environmental Day and it will become insulation; only the plastic, glass and cans can be <br /> commingled in one container; Environmental Day will be every other week (not every 2 <br /> weeks); and BFI will supply a very good calendar showing ¡¡II pick-up days. Ms. Sergeant <br /> described the simple process of calling BFI and asking for a supplementary pick-up on the <br /> customer's weekly solid waste pick-up day. <br /> Manager Holmquist advised that Redwood City customers would receive a special <br /> invoice from BFI for any supplementary service. She added that BFI supervisors will <br /> respond to customer's calls regarding how best to dispose of all waste products and cost <br /> efficiency assessments. <br /> Vice Mayor Howard expressed her fears that by eliminating the end ofthe month pick-up <br /> some people might be hard pressed to dispose oflarge items in an appropriate manner. <br /> Manager Holmquist said the end of the month was never intended for large items, there <br /> will be an extensive education program, and the new service will be phased in. <br /> ~ <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 AUGUST 12, 1996 <br /> MINUTES Page No. 430 PAGE 17 <br />
