In response to Council questions, Dan Day ofBFI said the charge for a special pick-up for
a refrigerator would be $50, it costs $25 to remove the freon, a sofa would cost $20 to $25.
Mr. Day said if the customer disposes of the refrigerator or sofa during the Spring or Fall
clean-up, pick-up will be free.
Vice Mayor Howard asked for a BFI report on total tonnage before the new program
begins and after a year's time, and a City report on the number of City employee hours
spent on picking up waste products over the same period of time.
MEMO 8/13/96
In response to Council questions, Mr. Day said in Redwood City about 70% of customers
will have a different Environmental Day from their normal weekly garbage pick-up day,
and 30% will have both collections on the same day.
In response to Council questions regarding the letter from Councilman Claire, Mayor
Hartnett said if a customer has been using the end of the month pick-up for his/her regular
solid waste (not yard waste) and cannot put that garbage in the cans for the weekly regular
pick-up, he/she will probably have to buy another can. If the end of the month pick-up had
been used strictly for yard waste, under this proposal that same yard waste would be
picked up on Environmental Days for free. Mayor Hartnett said under this proposal rates
do not change, and there is no additional charge for service. However, if you use more
cans you would pay for the additional cans you decide to use.
In response to Council questions, Mr. Day said BFI now picks up (at the end of the
month) six 32 gallon containers or bags or boxes. The new proposal allows three 32
gallon containers of yard waste every other week. Mr. Day added that BPI has not been
accepting large appliances, etc. during the end of the month pick-up.
Mayor Hartnett called on those members of the audience who wished to speak to this
issue.
Jack Anthony, representing the Redwood City Senior Affairs Commission, asked that
before the new program begins BFI send out an illustrated booklet on how to use an insink
garbage disposal, as seniors under use this waste removal appliance. Mr. Anthony
expressed support for the new proposal.
In response to Council questions, Mr. Anthony said he would support an administrative
remedy for seniors on fixed incomes who do not have the means to dispose of extra waste
products by way of a supplementary pick-up. He expressed support for alternative
methods.
Dr. Steven Howard, 907 Katherine, said the real issue was the end of the month pick-up.
He said too many people in Redwood City abused that service by cutting back on the
number of cans they should have used for their weekly pick-up and saved it until the end
of the month thereby saving themselves a few dollars. Dr. Howard said the BFI proposal
was remarkably fair and he supported it. He said the only people who will be penalized
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 AUGUST 12, 1996
MINUTES PaGe No. 431 PAGE 18
