. . I . -
will be those who abused the end of the month pick-up. Dr. Howard said his concerns
were with those people and the assumption that they will now buy additional cans. He
said he was afraid that their extra waste would appear on empty lots and backs of stores,
- etc. He said Thrifty Stores paid $30,000 last year to remove trash that had been dumped
on its property. Dr. Howard said he would like to see more frequent large item pick-ups
than twice a year (Spring and Fall), adding that the most ec~nomical way of getting rid of
large items was through BFI. Dr. Howard said if city employees have to go out and pick-
up trash the total cost to the taxpayer will actually go up. He added that he was willing to
pay BFI a little bit extra for more collections if it would stop people from dumping their
trash around the City in order save a little money on their weekly collection service.
John Holt, 42 Iris, asked BFI to look into reducing rates for those households who have
reduced their solid waste output.
In response to Council questions, Mr. Day and Manager Holmquist said the monthly
rates were: the minimum collection fee is for a 13 gallon can per week at $5.87 per
month; one 21 to 40 gallon can is $11.74, and one 45 gallon is $17.62 per month.
Manager Holmquist said there have only been a few calls from customers wanting less
than the minimum service.
MIS: LEIPZIGIHOWARD TO CONCEPTUALLY APPROVE THE YARD WASTE
PROGRAM PROPOSAL PRESENTED BY BFI
Mayor Hartnett said that in the implementation of the new program it was important to
- have a clear, understandable educational program that is iIIustrated and includes
explanations of other BPI services, such as supplementary pick-ups. Mayor Hartnett said
he agreed with Dr. Howard that there may be a need for more than two annual large item
pick-ups. He said if there is a noticeable increase in garbage in the City the Council and
BFI would have to address that issue.
In response to Councilman Ruskin's suggestion for a study of administrative relief for
seniors, Mayor Hartnett suggested that the Senior Affairs Commission provide
recommendations on what might be done in Redwood City without including that issue in
the BFI proposal.
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 96-199
B.
