Mrs. Harmigan said <br /> she has appeared before the Council many times since 1971 when that area was <br /> armexed to the City. She provided a history of the City's plans and the homeowners <br /> suit that stopped everything from going forward. "The result was a moratorium on any <br /> more building until everybody could come together and agree on how that area should <br /> be developed.... The moratorium was ignored twice after that and individual permits <br /> were granted. One was the Hatfield House. When that was built it changed the water <br /> patterns, and that was when the water came down the road and went over the side. <br /> And just for the record, the City did not put any sand bags there.... Mrs. Holtman and <br /> I... lugged those sand bags there so people wouldn't go over the side.... We spent <br /> $3,000 having that road resurfaced and gravel so it would be a safe passage."
