Hannigan said in 1988 the <br /> Council upheld the moratorium until an Environmental Impact Report could be done, <br /> not only because a new road is needed, but because of the environmental hazards, the <br /> water patterns, and denseness of vegetation. She agreed that there is a need for an EIR, <br /> Improvement Plans and policies to guide the development of the whole area. Mrs. <br /> Hannigan said the homes there were prevented from hooking into the sewers that go <br /> right by their properties, as the sewers belong to the County, and they have new septic <br /> tanks. Mrs. Hannigan said her objections to individual permits was the same as it has <br /> always been, since 1971, that a Master Plan was needed "or that area is going to turn <br /> into a disaster." <br /> Ron Grove, said he was purchasing a lot on top of Laurel Way. He said he was <br /> supporting Mr. Whitaker's proposal and would participate in the funding of the road to <br /> make the development work. In response to Council questions regarding the purchase <br /> of his property, Mr. Grove said "right now the property is in escrow, and it wi!! depend <br /> on whether I can build on it or not." <br /> Wayne Aozasa, 3726 Laurel Way, with a house under construction and nearing <br /> completion, said it has been a long haul to get to this point. Mr. Aozasa said he <br /> understood the situation at hand and described his expert soils engineer's positive <br /> report. Mr. Aozasa said he agreed that politics was compromise, and said he hoped <br /> that the Council would consider that when deliberating this matter. <br /> Tom Tornquist, 477 Hi!!crest Way, "real estate agent representing three of the six <br /> owners on the downside of this street." Mr. Tornquist said it was extremely unusual to <br /> have six property owners agree to spend about $200,000 to improve a street. He said <br /> they would welcome participation by any property owner on the other side of the street <br /> to improve Laurel Way. Mr. Tornquist described the differences in topography along <br /> Laurel Way and the proposal "will only enhance the future development of the street. <br /> It is impractical to think that this street will ever be wider than 29 feet." Mr. Tornquist <br /> described other homes in the area that had soils testing and sold just recently with no <br /> problems. Mr. Tornquist said "as far as the drainage problem with the Hatfield <br /> property, if this street is improved, that drainage will be diverted across the street and <br /> down to a storm drain system which will avoid the problem with the sand bags." He <br /> stressed that the six neighbors were wiIIing to band together to improve the street, and <br /> the environment, and the first six lots were totally different from the properties at the <br /> westerly end of Laurel Way. <br /> Mayor Hartnett asked if anyone else wished to speak to this issue.
