Mayor Hartnett said the Council <br /> needed to make sure the reconstruction project continues apace to have minimal disruption <br /> to downtown business. Mayor Hartnett asked staff to bring a maintenance program <br /> proposal back to Council for its review and consideration. He said the project should go <br /> forward at full bore and the comments heard at this meeting should be taken to heart. <br /> Mayor Hartnett said if this decision proves to be a mistake the Council win take steps to <br /> correct the situation and replace those pavers, and not wait a generation to do so. <br /> Mayor Hartnett thanked the Streets Committee and asked Acting City Manager Ingram to <br /> prepare the proposal for a permanent maintenance program including input from those <br /> people who spoke at this meeting and bring it back to Council for review. Wendy Fleming, 185 Woodsworth, spoke about Consent Calendar Item 3.P. 22, <br /> Resolution approving an agreement with the Teen Pregnancy Coalition of San Mateo <br /> County, and stated that some health education programs are not effective. She said this <br /> particular program provides 3 ten week sessions of teen talk in a school setting. Mrs. <br /> Fleming said she was dismayed that the Council was funding something like this, and asked <br /> if the Council assessed the programs it funds. She said these programs do more harm than <br /> good. (304, 505) <br /> Mayor Hartnett explained that the subject item was one of twenty-two agreements that <br /> came to the Council for ratification of the Council's previous authorization during the <br /> budget process. The Housing and Human Concerns Committee made these <br /> recommendations after reviewing and assessing requests for funds from local agencies. <br /> The Council considers the recommendations, takes testimony from applicants and makes <br /> decisions that result in the agreements that are now on the Consent Calendar. <br /> In answer to Council questions, Magda Gonzalez, Park and Recreation Supervisor and <br /> liaison to the Housing and Human Concerns Committee, described the competitive process <br /> the agencies go through for funding from the HSFA and CDBG. Supervisor Gonzalez said <br /> the subject program allows teens to ask sensitive questions in a safe environment, and it <br /> was held during the teens' lunch hour.
