Councilman Ruskin, Chairman of the Council Streets Committee with members <br /> Councilmen Claire and Leipzig, described the meeting held at 2227 Broadway, the Court <br /> - House Coffee Shop, to discuss these issues. Councilman Ruskin said there were two <br /> issues: aesthetics and cleanliness. He said aesthetics was a subjective matter and the <br /> Committee had valued the architect's recommendations. Councilman Ruskin said the <br /> Committee concentrated on the cleanliness issue, asking the question, could the architect's <br /> preferred choice of white pavers be kept clean? Councilman Ruskin assured everyone that <br /> the Council was just as concerned about cleanliness and appearance as the Broadway <br /> merchants. He described the sealing process that would keep the pavers dirt resistant and <br /> easily cleaned, and the lack of an adequate maintenance program in the past. He stressed <br /> that the key to keeping Broadway aesthetically pleasing and clean was a good, permanent <br /> maintenance program. Councilman Ruskin said that Public Works Services Director <br /> Ingram was in the process of establishing a maintenance program that would bear no <br /> resemblance to the old one. Councilman Ruskin said the Streets Committee considered all <br /> the information available and voted unanimously to uphold the decision to use white <br /> pavers. <br /> MEMO 8/27/96 <br /> Councilman Claire said he had visited many cities in the Northwest during his vacation <br /> this summer and they all had cleanliness problems with well traveled sidewalks due to the <br /> lack of adequate maintenance programs - regardless of the color of the bricks, tiles or <br /> pavers used. Councilman Claire said he would support the proposed white pavers only if <br /> an appropriate maintenance program accompanied the sidewalk improvements. He <br /> - suggested that Council establish a permanently funded maintenance program, and <br /> suggested that the Council explore the use of utilities users tax (not raising it, just using part <br /> of those funds.) He reiterated that maintenance, not color nor aesthetics, was the problem. <br /> Councilwoman Buchan stated she was adamantly opposed to white pavers, and would <br /> stay opposed until an effective maintenance Program was in place. She expressed support <br /> for the Broadway Sidewalks Improvement project but said she could not endorse white <br /> pavers without a permanent maintenance program that made sense. <br /> Councilman Leipzig said he maintained an office on Broadway as well as in San Carlos. <br /> He said he supported the concept of a permanent maintenance program but could not <br /> support the use of utility users tax to fund it. Councilman Leipzig said the Streets <br /> Committee was very strong in its support for a permanent maintenance program, and has <br /> been assured by staff it will be done. He agreed that the key was maintenance. He said the <br /> off-white pavers would be sealed, steam cleaned every couple of years, and re-sealed after <br /> several years.
