<br /> Councilman Ruskin said the purpose of this study session was to present the progress <br /> of the team so far and receive public input and direction from Council. He advised that <br /> the team had developed extensive lists of code enforcement problems as well as <br /> recommendations for immediate, intermediate and long term approaches. <br /> 2) Summary of Committee Work to Date; <br /> Community Development Director Nelson described the staff members of the <br /> Committee: all of Community Development, the Police Department, the Fire <br /> Department, Public Works Services and the Parks, Recreation and Community <br /> Services Department. She reported on the Committee's findings and its identification <br /> of broad issues and enforcement problems: parking, general visual problems, <br /> commercial signage and unattractive storefronts, city entrances and rights of way. <br /> Director Nelson described enforcement problems, the need for education, and <br /> suggestions for visible results. <br /> 3) Brief Summary of Code Enforcement Issues by City staff; <br /> Code Enforcement Officer Chew described'staffs investigation of code enforcement <br /> standards in other cities and described the progress of a proposed newsracks ordinance <br /> for Redwood City. <br /> Public Works Superintendent Mann described staff's efforts to rid the City of <br /> unwanted and unlawfully removed store shopping carts, and elaborated on the program <br /> that includes an extensive education program and other work with store <br /> owners/operators, bilingual flyers, press releases, signs, posters, and the City pick-up <br /> of carts. Superintendent Mann described other programs under consideration including <br /> police services, and described the limiting effect of the state legislature's actions. <br /> Superintendent Mann described the City's successes with its anti graffiti program. <br /> 4) Presentation by Resident Group: Andrew Kidwell, Colin Flynn, John Carman, Cliff <br /> Keith and Roland Giannini (The Group of Five); <br /> Andrew Kidwell, Colin Flynn and Cliff Keith described their concerns in originally <br /> coming to Council and staff requesting action on code enforcement, and their <br /> involvement and support of the Committee's progress. They discussed general visual <br /> impacts, parking (specifically reducing the length of vehicle on street parking time <br /> from 120 hours to 72 hours without moving, to be consistent with state law and <br /> neighboring municipalities), and the impact of enforcing current Codes.
