Councilman Leipzig said as a real estate broker he drives around the City everyday and he took random pictures of blighted areas to illustrate the need for better code enforcement. The slides showed violations and problems in Redwood City, including City property as wen as County, CalTrans and CalTrain properties, and included: broken sidewalks, overgrown weeds, garbage on streets and private properties, too many vehicles parked on one site, commercial trucks parked in residential driveways, abandoned vehicles, medians and entrances totany devoid of any landscaping, peeling paint on government buildings, and abandoned shopping carts. Councilman Leipzig said the private sector had to be involved in demanding code enforcement or it would not work no matter how many code enforcement officers the City employed. He urged the Council and staff to bring pressure to bear on those other agencies with properties in Redwood City to clean up those properties. He suggested the Council think about budgeting up to $200,000 for one year to clean-up the City to a point where it could be maintained. He asked the Council and private sector to attack this problem with "all our resources." Councilwoman La Berge expressed her thanks for the work done by the citizen members of the Committee and the staff, and said only through active participation of the community will the City be able to resolve code enforcement issues. Councilwoman La Berge said the magnitude of the problem prevented an an out attack on an areas of code enforcement, but the City could target a specific problem, such as commercial violations along entrances to the City like Woodside Road, and commit resources in that area for maximum benefit. 8) Public Comment; Mayor Hartnett called on those people in the audience who wished to address the Council on this issue: The fonowing people expressed their views on code enforcement in Redwood City: Marilyn Martinez, 7 Clinton Court, Redwood City who described a very dangerous parking problem on her street. Mayor Hartnett asked Sergeant Manry to fonow-up. MEMO 9/24/96 Don Frohlich, 491 Topaz, Redwood City, discussed abatement notices being ignored and suggested the Code Enforcement Ordinances need stronger enforcement measures.
