Police Chief Bolanos presented the staff report and described the Citizens Option For Public Safety (COPS) program enacted by the State legislature which provides ~ $167,970 to the Redwood City Police Department this year. Future allocations are uncertain. The funds may only be used for front line municipal police services and cannot be used to supplement nor supplant existing services. Chief Bolanos described staff's recommendation for use of the funds for a computer aided dispatch system. In response to Council questions, Police Captain Vermeer advised that currently the Police Department owns no laptop computers, and private laptops in use are not connected to police communications. Mayor Hartnett said staff recommendations would be considered by the Council Safety Committee and brought back to the full Council for review and final decision. 2. Open public hearing; Mayor Hartnett declared the public hearing open at 8: I 1 p.m. 3. Hear public testimony; Mayor Hartnett invited anyone who wished to speak to this issue to please come forward.
