<br /> . . I . . <br /> <br /> Mayor Hartnett welcomed the members of the Council appointed board, committees and <br /> commission and thanked them for their outstanding efforts. Mayor Hartnett said the <br /> '--- Council was well served by their willingness to volunteer and the Council could not <br /> operate in the best interest of all the citizens of Redwood City without the help of its <br /> advisory boards, committees and commissions. Mayor Hartnett reminded everyone that <br /> the Council Members had received each group's Report and Work Plans and the <br /> representative for the group need not repeat what was in those Reports (on file in the City <br /> Clerk Department.) <br /> 1) PLANNING COMMISSION <br /> Report: Annual Report, Planning Commission, October 21,1996 <br /> Planning Commission Chairman Michael Bursak referred to the above Report and <br /> said the Port Commission had taken upon itself "to look at the entire Port area in light <br /> of the possibility of the Pacific Shores project actually being developed. We will <br /> consider the viability of the Port and its value to the City as is and as it may be <br /> restructured. This can be expressed as considering what might be the 'highest and best <br /> use' of this land which will also be in the 'best interests' of the City, and doing so in <br /> the context of long term land use planning." Chairman Bursak acknowledged the <br /> statement had engendered controversy, and said that the Commission was interested in <br /> "looking at very long term land use planning for a very large area of Redwood City." <br /> He said the Commission would not look specifically at the Port, but the "Cargill lands, <br /> '-- the Pacific Shores area, and all the land going back to the freeway," as much of the <br /> undeveloped land as possible, since it appeared development would eventually take <br /> place there. Chairman Bursak said the Commission was not looking to become <br /> "spoilers" regarding the Pacific Shores project, but believed the whole area would take <br /> a year or two to review for long term land use possibilities. He said with the <br /> acceptance of the Pacific Shores Project, the Port had limited its physical growth. He <br /> added that the Commission decided to undertake a complete review of the entire Port <br /> area in response to the Council's statement during its January 13, 1996 workshop, "the <br /> recent decision of the Planning Commission regarding land use at the Port, sets the <br /> stage for an overall discussion of the Port as a Redwood City economic asset." He said <br /> it was the consensus of the Commission to take up this project. Chairman Bursak said <br /> the Commission would go into this project with an open agenda and see where the <br /> search takes them, acting in the best interests of the City. He said it was difficult to <br /> predict what the Commission would learn or report at this time. Chairman Bursak <br /> referred to the letter sent by City Attorney Schricker to the Board of Port <br /> Commissioners, and reaffirmed that the Commission's approach would be "open- <br /> ended", one with "more wonderment and amazement than we had planned at this <br /> time." <br /> Chairman Bursak described the Commission's successful work on the old Petrini <br /> '--- property and the neighborhood meetings held on that project. <br /> ADJOURNED REGULAR COUNCIL MEETING OCTOBER2I,1996 <br /> MINUTES MINUTE Book NO. 54 PAGE 11 <br /> Page No. 536 <br />
