, . . I . .
A video presentation of Operation: Aqua Terra, To Clean-Up Scenic Waterways of
Redwood City was shown to the Council and the audience. The video showed the
--- beautiful waterways, wetlands, and endangered species of Redwood City's waterway
entries, as well as many of the abandoned boats, junk, pollution and debris that have since
been removed. The Aqua Terra Project set two goals: clean-up the waterways and adopt
an ordinance to maintain that condition. After the efforts of all the aforementioned
agencies, the Pride and Beautification Committee's specific clean-ups, wide spread
promotion of the Project, the Port, tenants and local businesses donating equipment and
services, eighty percent of the targeted debris has been removed. The Redwood City
Library Archives researched past Port regulations and found an existing Port of Redwood
City Ordinance originally drafted in 1941, and after many revisions was adopted in 1978
as Tariff No. 7, subsequently reviewed in 1994. Tariff No. 7 will protect the waterways of
Redwood City as it describes the regulation, use and operation of vessels within the Port of
Redwood City.
Committee Member G.J. Scove described the Committee's plans for the future: Support
for a Joint Resolution of the City Council of Redwood City and the Board of Port
Commissioners of the Port of Redwood City for the enforcement of Tariff 7 of the Port of
Redwood City (Aqua Terra Project.) She urged Council support for the Joint Resolution.
Committee Member Robert Hoffman thanked the members of the Committee and GJ.
Scove and Rene White for the professional video. Mr. Hoffman told the Council that Bell
Marine Company, a Port tenant, used its own equipment to remove a huge abandoned
- barge from Steinberger Slough which will free up the area for further removals. Mr.
Hoffman also urged Council support for the Joint Resolution.
Committee Member Police Captain Granucci also thanked Bell Marine and Granite
Rock for their help in moving that huge abandoned barge today, and also thanked the
tenants of smaller boats who moved their vessels out of the way to allow the removal.
Mayor Hartnett advised that the Joint Resolution enforcing Tariff No.7, wiIl first be
considered by the Port Commissioners, and upon their approval will be brought to the
Council for consideration and action. Mayor Hartnett commented on the very large
number of participating agencies and groups that are working in the Aqua Terra Project,
and the complexities of this problem which crossed borders and jurisdictions. He said the
Council and the City owed all the participants a great debt of gratitude for the wonderful
cooperative effort all the members displayed and for their very significant achievements.
MEMO 10/22/96
Mayor Hartnett called upon members of the audience who wished to speak to this issue.
Meg Hilbert, 273 Iris Street, Redwood City, identified herself as an activist to save Bair
"-- Island from development, and showed newspaper clippings of her attempt to get the
owners, Kumagai-Gumi, Ltd. to sell the Island to the Wildlife Refuge or release it back to
ADJOURNED REGULAR COUNCIL MEETING OCTOBER2I,1996
MINUTES MINUTE BOOK NO. 54 PAGE 7
Page No. 532
