. . I . -

Councilman Claire said he is continuing to receive calls from concerned Redwood City
residents regarding this program and asked Manager Holmquist, staff and BFI to make
sure the proposed education program explains very clearly that the City must adopt a
L program to divert solid waste from landfins or face a $10,000 fine per day for every day of
violation of AB 939 goals. Councilman Claire expressed concerns regarding the
elimination of the so called "free" end of the month pickup of large items, stating that
taking items to the Transfer Station is extremely expensive, and the Half Moon Bay
disposal site is too far away for most people to haul heavy items. Councilman Claire said
he was concerned that large items formerly disposed of at the end of the month would fmd
their way elsewhere in the City, and he asked City staff to monitor that situation closely.

MEMO 10/29/96

In response to Mayor Hartnett's questions, Councilwoman Buchan confmned that
irrespective of any decisions concerning the maintenance facility, the new fire station in
Redwood Shores was stilI scheduled to open January, 1998; the maintenance facility win
not be built at the fire station site no matter what the outcome of talks scheduled with
SBSA; further decisions regarding the location of the maintenance facility are awaiting
specific staff recommendations; decisions regarding the maintenance facility wilI not have
any impact on the construction nor the budget of the fire station; and the Facilities
Committee was unanimous in its recommendation to the Council.

In response to Council questions, Manager Holmquist stated the regular pick-up (not
recyclabIes on Environmental Day) would still include side yard pick-up if that service is
- ordered; and the rates would remain the same. She added that there was a possibility some
households would end up paying for additional cans if they had previously used the end of
the month "free" pick-up as a way of avoiding the fee for regular pick-up service.

Council Members stressed their concerns that the residents and businesses of Redwood
City understand why Redwood City and all the cities in the state are forced to adopt new
ways of eliminating solid waste to meet AB 939 landfill diversion goals. They all agreed
that the education component was critical to the success of the program, and asked
Manager Holmquist to submit the proposed educational components to the Council
Utilities Committee. Mayor Hartnett advised that the Council wanted specific
materials related to Redwood City to be included in the general education program
planned by BFI and SBTSA.
MEMO 10/29/96

Mayor Hartnett and Councilman Claire asked that BFI and SBTSA meet with the
Senior Affairs Commission and the senior community to discuss their concerns and their
desire for lower rates for seniors.
MEMO 10/29/96

, Councilman Ruskin advised that the Council Utilities Committee will meet with the

L Senior Affairs Commission to discuss every utility service in the City.

MEMO 10/29/96

REGULAR COUNCIL MEETING OCTOBER 28, 1996
MINUTES MINUTE BOOK NO. 54 PAGE 12

Page No. 562
