INTRODUCTION OF ORDINANCES (304) <br /> Green Waste (Yard Waste) ColIection, Processing and Market Services Agreement <br /> submitted by BFI through the South Bayside Transfer Station Authority. <br /> Report: Finance Department, October 28, 1996 <br /> Billings and Collections Manager Holmquist reviewed the history of this proposal, <br /> stressing that state approved AB 939 mandated cities to reduce their solid waste disposal <br /> into IandfilIs 25% by 1995 and 50% by the year 2000. To date Redwood City has diverted <br /> a total of 28% of its solid waste from IandfilIs. Manager Holmquist said the two proposed <br /> ordinances memorialize what the Council approved in concept during the August 12, 1996 <br /> Council Meeting. <br /> The folIowing is an excerpt from the subject Report and describes the principal elements <br /> of the proposal: <br /> 1. Establish a residential yard waste colIection and processing program; <br /> 2. Recycling and yard waste collection service once very two weeks, on a day that may <br /> be different from regular colIection (i.e., Environmental Day); <br /> 3. BFI to colIect yard waste (approximately 3-32 gallon containers per pick-up) every <br /> other week on a "designated day"); <br /> 4. Curbside recycling would be changed from a weekly service to a bi-weekly service on <br /> Environmental Day and to include colIection of residential mixed paper and expanded <br /> plastics colIection (one additional container wilI be provided); <br /> 5. BFI guarantees that the cities receive diversion credit toward AB 939 goals; <br /> 6. BFI guarantees markets for mulch/compost products made from the yard waste; <br /> 7. A land application program for shredded yard waste for Coastside farms; <br /> 8. Start "Environmental Day" colIection January 1, 1997 with 2-3 month "phase in" <br /> period;' <br /> 9. Eliminates month end "free" colIection; <br /> 10. Maintains free Fall and Spring clean-up days; <br /> 11.
