I . - <br /> public meetings, until late September when the Sandpiper Lagoon Homeowners <br /> Association took an active part in notifying its members of the plan to build what turned <br /> out to be a very large maintenance facility at the fire station site. After more public <br /> - meetings, discussions with the Sandpiper Lagoon Homeowners Association, and Council <br /> scrutiny of the actual plans of the maintenance facility, the Council Facilities Committee <br /> and City staff conducted a search for a way to separate the two facilities and fmd alternate <br /> sites for the maintenance facility. Chairperson Buchan described the Committee and <br /> staff's focus on a cost benefit analysis of the project as well as what was best for the <br /> Redwood Shores community and presented the recommendations as a win/win situation. <br /> The Recommendations are: <br /> 1. Reaffirm the need for the maintenance facility in the Redwood Shores neighborhood; <br /> and <br /> 2. Approve a change in siting of elements of the new Fire Station and Maintenance <br /> Facility that will result in a two site project utilizing the existing project delivery <br /> system and current project team/consultants (including pending CM/GC); and <br /> 3. Direct staff to proceed with discussions with South Bayside Systems Authority <br /> (SBSA), the best apparent alternate site, to fully explore development of a joint-use <br /> maintenance facility within the SBSA plant property. It is the intent of the City <br /> Council to site the facility at this location. An appropriate financial plan and business <br /> arrangement shall also be developed for consideration by the SBSA Board and the City <br /> Council; and <br /> 4. Direct staff to identify any budget impacts to the current Capital Improvement Program <br /> (CIP) as a result of items I through 3 above. Staff will work with the Facilities <br /> ~ committee to reprioritize other CIP projects as necessary to increase funding for and <br /> ensure timely delivery of this priority project. <br /> 5. Direct staff to return to the City Council with the requisite requests for action (i.e.: <br /> resolutions, etc.) as soon as possible to formalize any and all changes in scope of <br /> project budget and work, related to items I through 4 above. <br /> Council Members restated their commitment to having the new Redwood Shores Fire <br /> station open on time in January 1998 unimpeded by the selection of a new location for the <br /> maintenance facility. <br /> Councilman Claire, member of the Facilities Committee, described approaching SBSA <br /> two years ago for siting a maintenance facility on its property and SBSA's involvement in <br /> its own long term planning at that point which precluded working with the City on a <br /> maintenance facility. Councilman Claire advised that although staff and Council were <br /> always committed to providing the best cost benefit ratio that was possible for City <br /> projects, sometimes, as in this case, what is best for the community in terms of quality of <br /> life takes precedence over "the bottom line." <br /> Council Members said that acting in the best interests of the community was money well <br /> spent.
