This ordinance is declared to be an emergency <br /> measure necessary for the immediate preservation of public peace, <br /> health and safety and shall go into effect immediately. The facts <br /> constituting such urgency are as follows: <br /> The above described area has undergone rapid and significant <br /> development in recent years and a number of conditions, including <br /> the construction of the new Bayshore Freeway, rapid and extreme <br /> increase in traffic flow in the area, the vehicular accident pattern, <br /> and other factors, all have substantially altered the character and <br /> needs of this area. Since the last rezoning, considerable develop- <br /> ment has taken place in the immediately surrounding neighborhood <br /> which development has rendered the existing zoning ineffective <br /> for the proper regulation of the property and the protection of <br /> the public interest. At the present time, the City of Redwood City <br /> is proceeding with all possible haste to complete studies on the <br /> proper zoning of this area and it is expected that hearings on <br /> the rezoning of this property will be initiated immediately. <br /> - 3 - <br />
