SECTION 3. Advertisement. The City Manager shall cause <br /> . notice inviting bids to be published at least once in a newspaper <br /> of general circulation in the City at least five calendar days <br /> preceding the day set for the receipt of proposals. The notice <br /> shall contain a general description of the articles to be pur- <br /> chased or the work to be done, shall state where the particular <br /> plans and/or specifications may be secured, and shall state the <br /> time and place for opening b ids, or the time and place for com- <br /> petitive oral bidding before the City Council. Every notice <br /> shall contain a reservation of the Council's right to reject any <br /> and all bids. <br /> SECTION 4. Security. When deemed necessary by the City <br /> Manager, b id security shall be prescribed in the pub lic notices <br /> inviting bids. �uch security shall be in the form of cash, ` <br /> cashier's check, certified check or a bond executed by a corpor- <br /> ate surety authorized to transact business in the State of <br /> California, whichever is deemed acceptab le by the City Manager. <br /> Successful b idders shall forfeit any security required by the <br /> City Manager upon bidder' s failure to enter into a written con- <br /> tract or otherwise perform within ten days after the notice of <br /> the award and submission of the contract to the bidder. <br /> SECTION 5. Procedure. Unless the City Manager prescribes <br /> competitive oral b idding before the City Council in the public <br /> notices inviting b ids, b ids shall be submitted in sealed envelopes <br /> to the City Manager and shall be identified as bids on the <br /> envelopes. <br /> Bids shall be opened publicly at the time and place stated <br /> in the notice . <br /> The City Manager or the person opening the b ids under the <br /> direction of the City Manager shall prepare a tabulation of all <br /> -2- <br />
