bids received, which tabulation shall be available for public <br /> inspection. <br /> The City Ma.nager shall report on said bids at the next <br /> regular legislative meeting of the City Council and shall make <br /> his recommendations thereon. <br /> SECTION 6. Award of Contract. All contracts for public work <br /> or improvement and all contracts for the purchase of materials, <br /> equipment and supplies, costing more than Two Thousand Dollars <br /> ($2,000.00) shall be awarded by the C ity Council to the lowest <br /> re spon s ib le b idde r. The C ity C ounc i 1 sha 11 have the powe r to <br /> reject any and all bids and advertise again or provide for such <br /> work to be done pursuant to Section 68 of the �2edwood City Charter. <br /> The Council ma.y waive any irregularities in bids received <br /> or permit the correction of erroneous bids when the Council finds <br /> that the irregularity or error was not the result of fraudulent <br /> intent on the part of the bidder and that the best interests of <br /> the pub 1 ic wou ld be se rve d the reby. <br /> SECTI!?N 7 . "Lowest Responsible Bidder." In determining <br /> the "lowest responsible bidder," the following factors ma.y be <br /> considered in addition to price: <br /> (a) The ability, capacity and skill of the bidder to <br /> perform the contract or provide the service required. <br /> (b) The character, integrity, reputation. judgment, exper- <br /> ience and efficiency of the bidder. <br /> (c) The quality of performance of previous contracts or <br /> services for the City or other contracting parties. <br /> (d) The previous and existing compliance by the bidder <br /> with the laws and ordinances relating to a contract <br /> or service. <br /> (e) The suff iciency of the financial resources and ability <br /> of the bidder to perform the contract or provide the <br /> services. <br /> (f) The ability of the bidder to provide future maintenance <br /> and service for the use of the subject of the contract. <br /> -3- <br />
