The requirements of <br /> this ordinance relating to the purchase of materials, equipment <br /> and supplies may be suspended by motion of the City Council in <br /> any case where the Council finds that strict compliance would <br /> not serve the pub lic interest, including, but not limited to, <br /> instances where the only material, equipment or supplies that <br /> are suitab le are of a unique nature and availab le from a single <br /> source only, where it is necessary to supplement, or acquire <br /> parts for, previously purchased equipment available from a single <br /> source only or where it is found necessary to modify an order <br /> for materials, equipment and supplies after the award of b id but <br /> prior to the completion of delivery. Such motion shall be made <br /> only on the aff irmative votes of at least five members of the <br /> Council. <br /> �ECTION 15. Other Contracts. All contracts for public <br /> works or improvements costing Two Thousand Dollars ($2,000.00) <br /> or less, and all purchases of materials, equipment or supplies of <br /> Two Thousand Dollars ($2,000.00) or less, may be entered into by <br /> the City Manager without advertisement and without observing <br /> the procedures prescribed herein for the awarding of written <br /> contracts. The City Manager may, if necessary funds to pay for <br /> the materials, equipment or supplies required have been appro- <br /> priated, issue and execute purchase orders therefor specifying <br /> the quantity, type and price of materials, equipment or supplies <br /> to be obtained in the terms and conditions of purchase, per- <br /> formance and delivery. <br /> SECTION 16. Purchasincr Rules. The City Manager may estab- <br /> lish rules and regulations and shall prescribe and maintain such <br /> -5- <br />
