r <br /> munication lines or electric power lines than the clearance pre- <br /> scribed by either Section 385 of the Penal Code or the orders and <br /> regulations of the California Public Utilities Commission and the <br /> California Department of Industrial Relations. <br /> Section 3.13 No person shall use or operate any public ad- <br /> dress system, loud speaker system, or sound amplifying system, <br /> whether the source thereof is a human voice , recording, electrical <br /> transcription, or musical tone, in connection with or attached to <br /> any sign, whether stationary or moving, in such manner as to allow <br /> the sounds emitted therefrom to be audible on any street or side- <br /> walk without obtaining a permit f rom the City Counc il therefor. <br /> In granting any such permit, the Council may establish reasonable <br /> conditions thereon and shall prescribe the areas where any moving <br /> sound vehicle may be used. <br /> Section 3.14 The provisions of this ordinance shall be <br /> applicable to signs which are maintained on vehicles, including <br /> trailers, if the primary purpose or use of the vehicle is the <br /> display of advertising matter. The provisions of this ordinance <br /> shall not be applicable to signs maintained on vehicles when <br /> such advertising is incidental to the primary purpose for which <br /> the vehicle is being used. <br /> No person shall maintain within, or move upon the public <br /> streets of, the City of Redwood City any vehicle when the primary <br /> purpose or use of the vehicle is the display of advertising matter <br /> without obtaining a permit from the City Counc il therefor.
