The findings of the Council on the appeal shall <br /> be f inal and conclusive in the matter. Pending the outcome of <br /> the appeal, all proceedings either by the appellant or the Building <br /> Inspector shall be halted and no action shall be taken by either <br /> party. The aggrieved party may withdraw his appeal at any time <br /> prior to the decision of the Council. <br /> Section 11.5 Any person violating any provision of this <br /> ordinance shall be guilty of a misdemeanor, and upon conviction <br /> thereof shall be punished by a fine of not more than Five Hundred <br /> Dollars ($500 .00) or by imprisonment for not more than 90 days, <br /> or by both such f ine and imprisonment. Each day or fraction <br /> thereof that such violation continues constitutes a separate <br /> offense and the offending party shall be subject to the penalty <br /> imposed by this section for each and every separate offense . <br /> Section 11.6 Whenever, pursuant to the provisions of <br /> Sections 3.5, 3.6, 10.4 or 11.3, there incurs any expense in <br /> connection with the removal or alteration of any sign, the cost <br /> thereof shall be paid by the owner of the real property upon <br /> which the sign is erected or maintained. In the even t any other <br /> person is in possession of such property with the consent of the <br /> owner, the owner and such person shall be jointly responsible <br /> for the payment of such cost. <br /> The Building Inspector shall submit to the owner and/or <br /> other person in possession of the premises a statement of his <br /> costs for removing or altering the sign. The amount of the cost <br /> may be appealed as provided in Section 11.4. <br /> Upon the failure to receive full payment within 30 days <br /> from the date the statement is submitted, or within 30 days after <br /> -28- <br />
