Where drainage piping exceeds 4 inches in <br /> diameter, the Building Inspector shall deter- <br /> mine the number of units based upon the dis- <br /> charge capacity of the piping. <br /> "Section 21. (a) In the event City constructs, or <br /> causes the construction of, any public sewer from moneys in <br /> the Sewer Rental Fund, the Sewer Connection Fee Fund, or <br /> from any general funds of the City (including the proceeds <br /> of any bond issue for which the general credit of the City <br /> is obligated) , an additional fee in the amount of Five <br /> Hundred Fifty Dollars ($550.00) shall be paid for each <br /> connection to that portion of the Redwood City sewer system. <br /> This section shall not be applicable to portions of the <br /> sewer system upon which City funds are expended to partially <br /> pay for the expense of construction if the only purpose of <br /> the City's contribution to the overall cost is to cause <br /> the construction of a larger sewer main than would have <br /> been constructed without the City' s contribution. <br /> " (b) For purposes of this section, every public sewer <br /> constructed prior to January 1, 1960, shall be presumed to <br /> have been installed at the sole cost of the adjoining <br /> property owners. The City Engineer shall maintain an ac- <br /> curate record of all pub lic sewers installed subsequent <br /> to January 1, 1960, for the purpose of establishing a <br /> record of those sewers which have been constructed at the <br /> City's expense. <br /> " (c) Sn the event two pub lic sewers are installed ad- <br /> jacent to each other in any public right of way, one of which <br /> is installed at the City's expense and the other at the ex- <br /> pense of a subdivider, improvement district, or otherwise� <br /> and the City Engineer determines that a connection should <br /> -5- <br />
