REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 24, 2015 <br /> <br />SUBJECT <br />Final map, improvement agreement, landscape maintenance agreement, and <br />stormwater treatment measures management agreement, for the development of La <br />Palma at 1675, 1679, and 1685 Kentfield Avenue by La Palma Development, LLC. <br /> <br />RECOMMENDATION <br />1. By motion, approve the Final Map for 12 lot subdivision at La Palma, 1675, 1679, <br />and 1685 Kentfield Avenue. <br />2. By motion, approve and authorize the City Manager to execute an Improvement <br />Agreement with La Palma Development, LLC. <br />3. By motion, approve and authorize the City Manager to execute a Landscape <br />Maintenance Agreement with La Palma Development, LLC. <br />4. By motion, approve and authorize the City Manager to execute a Stormwater <br />Treatment Measures Maintenance Agreement with La Palma Development, LLC. <br /> <br />BACKGROUND <br />The project is a 12-lot subdivision with 12 single-family homes, a private road, a new <br />publicly maintained waterline, and publicly accessible park that will be privately <br />maintained. Offsite improvements include a new storm drain extension to improve street <br />drainage and connect to the onsite system, and new sidewalk along the project frontage <br />on Kentfield. The Planning Commission approved the Tentative Parcel Map. The <br />existing 1.0 acre area was three lots with one single family home on each lot. <br /> <br />ANALYSIS <br />The developer’s engineer completed the final map, improvement plans, and <br />specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br />Standards, and to the satisfaction of the City Engineer. The final map subdivides three <br />existing parcels into 12 lots, and 2 parcels for site access, utilities, and the <br />aforementioned park area. Improvements include new sewer and water services, <br />stormwater treatment facilities, pedestrian and bike pathways, new public water, storm <br />drain, and sanitary sewer mains, fire hydrants, and intersection improvements. <br /> <br />The developer, La Palma Development, LLC, will post bonds in the amount of <br />$901,000.00 as required by the Improvement Agreement. The developer anticipates <br />completion of all improvements by 2017. All work associated with this project is being <br />paid for by the developer. <br />6.1.G. - Page 1
