REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 24, 2015 <br /> <br />SUBJECT <br />Award of Contract – Stulsaft Park Retaining Wall Project <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize the City Manager to execute the contract documents <br />and award the standard form contract 00520 for the Stulsaft Park Retaining Wall Project <br />to Condon-Johnson & Associates, Inc. of Oakland, CA for their responsive and <br />responsible low base bid of $374,964.00 and authorize the City Manager to increase the <br />contract amount, if necessary, up to 10% of the amount awarded. <br /> <br />BACKGROUND <br />Stulsaft Park is a 42 acre regional natural park in Redwood City. The up-slope side of <br />the existing access road has experienced erosion. This road serves park maintenance <br />vehicles, fire trucks and hikers. This project would add a new retaining wall to mitigate <br />the erosion and stabilize the steep slope. The City hired Mark Thomas & Company, Inc, <br />a structural engineering consultant, to prepare plans and specifications to construct the <br />retaining wall. The following report outlines the project scope, the process and results of <br />the recent bid process to complete the work, as well information pertaining to the <br />recommended contractor. <br /> <br />ANALYSIS <br />The project consists of the following improvements: <br />1) Construction of steel soldier pile retaining wall with shotcrete facing and concrete <br />lined drainage behind wall. <br />2) Construction of storm drainage improvements and realign existing unlined V- <br />ditch. <br />3) Final grading behind new wall. <br />4) Dust alleviation and control; and site cleanup. <br /> <br />The nine (9) bids received at the bid opening on July 15, 2015, are summarized in the <br />table below. <br /> <br />Bidder Bid Amount <br />Condon-Johnson & Associates, Inc. - Oakland $374,964.00 <br />Soil Engineering Construction - Redwood City $420,177.00 <br /> <br />6.1.H. - Page 1
