Larsen Co. - Santa Rosa $617,706.37 <br /> <br />Engineer's Estimate $435,180.00 <br />Recommended Bidder: Condon-Johnson and Associates, Inc. <br />Substantiation: Condon-Johnson and Associates Inc. is the lowest responsive and <br />responsible bidder <br /> <br />The low bid of $374,964.00 submitted by Condon-Johnson and Associates, Inc. is <br />approximately 14% lower than the engineer’s estimate of $435,180.00. Condon- <br />Johnson and Associates, Inc. has successfully completed similar projects in the past <br />and is a qualified contractor. Based on the bids received, staff believes that the low bid <br />is reasonable and recommends awarding the contract to Condon-Johnson and <br />Associates, Inc. <br /> <br />Construction is expected to begin at the beginning of October, 2015, and conclude <br />within 180 calendar days. The City will give notice to all residents that might be affected <br />by the construction. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid <br />this project. Given the current condition of the hillside and the potential for a heavy rainy <br />season, failure of the slope may occur which could prevent access for park <br />maintenance vehicles, fire trucks, which may be a safety concern for hikers. <br /> <br />FISCAL IMPACT <br />Funds for this project have been approved and appropriated in the Fiscal Year 2014- <br />2015 - Capital Projects Fund – Stulsaft Park Retaining Wall Project, which has an <br />available balance of $397,994.63 as of June 30, 2015, and an additional $150,000.00 <br />allocated for fiscal year 2015-2016. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Stulsaft Retaining <br />Wall Project meets the California Environmental Quality Act (CEQA) exemption criteria <br />as set forth in Section 15301 - ("Existing Facilities", because the construction of the <br />retaining wall is for the maintenance of the existing access road for erosion control) & <br />Section 15304 (“Minor Alterations to Land”, because the excavation of soil that will be <br />dispersed within the park will be compatible with the site). A Notice of Exemption has <br />been filed with the office of San Mateo County on September 24, 2014. Furthermore, <br />6.1.H. - Page 2
