REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 24, 2015 <br /> <br />SUBJECT <br />Award of Contract – Red Morton Park Synthetic Turf and Tennis Court Renovation <br />Project <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize the City Manager to execute the contract documents <br />and award the standard form contract 00520 for the Red Morton Park Synthetic Turf <br />and Tennis Court Renovation Project to O.C. Jones & Sons, Inc. of Berkeley, CA for <br />their responsive and responsible low base bid of $4,441,700.00 and authorize the City <br />Manager to increase the contract amount, if necessary, up to 10% of the amount <br />awarded. <br /> <br />BACKGROUND <br />Red Morton Community Park is the City’s premier recreational destination that hosts <br />two softball fields, three baseball fields, three soccer fields, three community facilities, a <br />skate park, playgrounds, as well as passive park space. <br /> <br />Eight years ago, the City converted the grass athletic fields into synthetic turf surfaces. <br />This has allowed for significant reductions in both staff resources needed to care for <br />these types of fields as well as an estimated savings of 24 million gallons of water for <br />the three fields over this eight year span. <br /> <br />The synthetic turf fields have reached the end of their functional life, and there is a need <br />to address subsurface stabilization and drainage issues. The playing fields are used <br />year round for soccer, baseball, softball, football, and other field sports by both the local <br />community and visiting tournaments. Because Red Morton Park is the main City park <br />and is relied upon by the entire community for recreation and open space, coordinating <br />the construction to minimize disruption to the community is an essential component of <br />this project. Similarly, the tennis courts are relied upon for public play, tournaments, <br />and lessons, thus requiring coordination and outreach to that specific community. <br /> <br />The City hired Verde Design, Inc., a park and athletic planning consultant, to prepare <br />plans and specifications to renovate the synthetic turf and tennis courts. <br /> <br />ANALYSIS <br />The project consists of the following improvements: <br />6.1.J. - Page 1
