1) Demolition of existing turf, irrigation, fencing and paving. <br />2) Erosion Control and best management practices (SWPPP). <br />3) Earthwork and grading operations, drainage systems. <br />4) Excavation, backfill and compaction as needed. <br />5) Dust alleviation and control; and site cleanup. <br />6) Installation of new concrete and asphalt paving and concrete edge-bands. <br />7) Athletic furnishings and tennis court surfacing. <br />8) Synthetic Turf. <br />9) Irrigation and landscaping. <br />10) Light posts and lighting. <br />11) Fencing, curbs and walls. <br />12) Close-out documentation <br />13) Batting Cages <br /> <br />The synthetic turf specification developed by Verde Design Inc. outlines the minimum <br />testing requirements and parameters for acceptable synthetic turf products. They <br />identify three (3) specific products that meet these requirements, and dictated a <br />substitution process to allow for a substitution request to be made during bidding, and <br />then again after the contract is awarded. A significant requirement is that the infill used <br />within the synthetic turf will not use Styrene Butadiene Rubber (SBR, “crumb rubber <br />infill”) that was used previously. <br /> <br />The three (3) bids received at the bid opening on July 15, 2015, are summarized in the <br />table below. <br /> <br />Bidder Bid Amount <br />O.C. Jones & Sons, Inc. – Berkeley $4,441,700.00 <br />Robert A Bothman, Inc. – Santa Clara $4,567,000.00 <br />Interstate Grading & Paving, Inc. – South San Francisco $5,204,000.00 <br /> <br />Engineer's Estimate $5,650,192.00 <br />Recommended Bidder: O.C. Jones & Sons, Inc. <br />Substantiation: O.C. Jones & Sons, Inc. is the lowest responsive and responsible <br />bidder <br /> <br />The low bid of $4,441,700.00 submitted by O.C. Jones & Sons, Inc. is approximately <br />21% lower than the engineer’s estimate of $5,650,192.00. O.C. Jones & Sons, Inc. has <br />successfully completed similar projects in the past and is a qualified contractor. Based <br />on the bids received, staff believes that the low bid is reasonable and recommends <br />awarding the contract to O.C. Jones & Sons, Inc. <br /> <br />Construction is expected to begin at the beginning of November, 2015, and conclude <br />within 120 calendar days. The City will give notice to all residents, businesses, and <br />community organizations that might be affected by the construction. Additionally, the <br />contractor is obligated to notice area residents and businesses two weeks prior to the <br />6.1.J. - Page 2
