Signage that contains project information will be posted at the <br />construction site and construction updates will be available on the City’s website. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid <br />this project. Given the current condition of the fields, the potential of a failure to any of <br />the fields would be impactful to the soccer, baseball, softball, football, and other field <br />sports, and would be very disruptive to the community as a whole. <br /> <br />FISCAL IMPACT <br />Funds for this specific project has been approved and appropriated through the City <br />Council approved Capital Improvement Program from the past two fiscal years. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Red Morton Park <br />Synthetic Turf and Tennis Court Renovation Project meets the California Environmental <br />Quality Act (CEQA) exemption criteria as set forth in Section 15301, "Existing Facilities,” <br />because the project would repair subsurface stabilization and drainage problems with <br />the replacement of existing synthetic turf with similar materials. The Project would not <br />expand the use of the playfields to be repaired. A Notice of Exemption has been filed <br />with San Mateo County on July 28, 2015. Furthermore, this project is designed to be <br />compliant with the City’s Engineering Standards and currently accepted practices. <br /> <br />This project requires a National Pollutant Discharge Elimination System (NPDES) <br />General Permit for stormwater discharges associated with construction and land <br />disturbance activities due to the total land disturbance being greater than one acre. The <br />project has prepared a Stormwater Pollution Prevention Program (SWPPP) dated June <br />4, 2015, and submitted the necessary documents with the State of California.
