REPORT
To the Honorable Mayor and City Council
From the City Manager

August 24, 2015

SUBJECT
Final Acceptance – Jardin de Niños Park Renovation Project

RECOMMENDATION
Accept, by motion, the Jardin de Niños Park Renovation Project and authorize the
release of bonds and retention according to city procedures.

BACKGROUND
In April 2014, bids submitted for the renovation of Jardin de Niños Park came in
significantly above the cost estimate provided by Royston Hanamoto Alley & Abey
(RHAA) and Council rejected all bids. City staff has worked closely with the landscape
architecture design firm to re-package the Jardin de Niños Park renovation plans and
find ways to reduce costs. Staff and RHAA assessed ways to reduce the cost of the
project. The project was re-advertised on August 27, 2014.

On September 8, 2014, Council awarded the construction contract for the Jardin de
Niños Park Renovation Project to the lowest responsive and responsible bidder, Guerra
Construction Group, Inc. of Santa Clara, California, for their low bid of $254,520.00.

The major improvements to the park by Guerra Construction Group included install of
concrete paving and seat walls, new subsurface drainage in the play area, installation of
a new entry gate and modification to the existing fencing, and fountain equipment and
utilities as well as the coordination with the artist for the installation of the fountain.

The work coordinated or performed by City staff included installation of a new pre-
fabricated ADA-compliant restroom, the retrofit of the existing play structures,
installation of new trees and rubber matting in the play area, and a new mosaicked
fountain. In addition, the plans include modifications and upgrades to the existing
irrigation system, staining and water proofing the existing concrete seat walls, and
painting the existing fencing.

The renovation project reused the existing posts, footings, and other existing parts that
were suitable to be reused. The overall costs savings was approximately $30,000 and
more importantly disposal to a landfill was reduced.

6.2.A. - Page 1
