I thought the - - I thought the <br /> 7 stipulation was that if those requirements were not <br /> 8 met, then future building permits would not be <br /> 9 issued? <br /> 10 MR. PASSANISI: Well, I guess the <br /> 11 ultimate - - the ultimate answer is, the City would <br /> 12 reduce or not would -- would eliminate or withhold <br /> 13 the building permits. Now, if the developer says, <br />\ <br /> 14 well, you know, we have some effective means that <br /> 15 we're going to undertake shortly and why don't you <br /> 16 give us - - you know, give us a reasonable period of <br /> 17 time to implement that, then maybe we may hold off <br /> 18 at some point. But I - - I think there's a matter <br /> 19 of reason here that the City, if there's not a 15 <br /> 20 percent reduction, the City most likely would <br /> 21 prevent or would not issue building permits. <br /> 22 And we would take in consideration some <br /> 23 other factors, and to be sure that's indeed the <br /> 24 case.
