Those are excellent <br />3 programs that could be integrated in this TDM, <br />4 which we're going to have to do any way. <br />5 They're going to have to reduce the total <br />6 demand - - traffic demand by 15 percent, and those <br />7 are ways that they'll have to do it or could do it. <br />8 COUNCIL MEMBER HOWARD: My final question <br />9 on that would be, if, in fact, after phase one they <br />10 didn't reach the 15 percent reduction in single <br />11 occupancy vehicles, if that's how it's measured, <br />12 what could happen? What would be the worst case <br />13 scenario there? <br />( <br />14 MR. PASSANISI: The City could withhold <br />15 building permits for future phases. <br />16 UNIDENTIFIED PERSON: Repeat the answer. <br />17 MR.
