<br />REPORTER'S TRANSCRIPT OF PROCEEDINGS TAKEN 5-24-04 <br /> <br />1 Council Member Ruskin. <br />2 COUNCIL MEMBER RUSKIN: Thank you. <br />3 Mr. Everett, if I might, Mr. Mayor, ask the <br />4 City Manager a question. <br />5 Can you give -- give us a two or three <br />6 minute tutorial on the subject of the avigation <br /> <br />7 easement? In other words, it's been brought up <br /> <br />8 tonight, some -- one -- at least one speaker said <br /> <br /> <br />9 we don't want to be forçed into giving an avigation <br /> <br /> <br />10 easement by the Council. Another speaker said the <br /> <br /> <br />11 council ought not to think of approving this plan <br />12 unless there is an avigation easement. <br /> <br />13 Can you flush that out and give us an <br />i <br />14 understanding of what our options are and what you <br /> <br />15 see as the pros and cons to forcing such an <br /> <br />16 easement or not forcing such an easement? <br />17 MR. EVERETT: I'll be real honest, I -- I <br />18 can do a little bit, but I don't think I'm the <br />19 right person to -- to do it, to give it to you. <br />20 Obviously, and I don't know -- from the <br /> <br />21 developer's standpoint, let me just start, from the <br /> <br />22 developer's standpoint he's giving up something, <br /> <br />23 and it's of significant value.
