We took our best guess at what was a serious <br />¡ <br /> 14 commitment in terms of the amount of development, <br /> 15 justify requiring that the community have - - <br /> 16 proceed. <br /> 17 The way the numbers work out, the Pete's <br /> 18 Harbor area could not be completed without <br /> 19 initiation, and, you know, substantial starting on <br /> 20 the community hub. One of the things that we -- <br /> 21 just strategically not that we didn't work together <br /> 22 as a - - as a collegial way but we were concerned, <br /> 23 say, Pete's Harbor would be built out and there <br /> 24 would be no commercial services provided.
