As you can tell from Mr. Ridner's <br />( 2 comments, there was concern on the developer's side <br /> 3 that there be enough market support for the types <br /> 4 of commercial uses that - - that Precise Plan <br /> 5 proposes. <br /> 6 So we try to strike a balance. <br /> 7 The -- we don't really know, you know, the <br /> 8 City staff side and consultant side exactly what <br /> 9 the phases are going to be, you know. <br /> 10 I think as the development team brings the <br /> 11 various PC permits forward, the first phase could <br /> 12 be 150 units, could be 200 units, we really don't <br /> 13 know. We took our best guess at what was a serious <br />¡ <br /> 14 commitment in terms of the amount of development, <br /> 15 justify requiring that the community have - - <br /> 16 proceed. <br /> 17 The way the numbers work out, the Pete's <br /> 18 Harbor area could not be completed without <br /> 19 initiation, and, you know, substantial starting on <br /> 20 the community hub. One of the things that we -- <br /> 21 just strategically not that we didn't work together <br /> 22 as a - - as a collegial way but we were concerned, <br /> 23 say, Pete's Harbor would be built out and there <br /> 24 would be no commercial services provided.
