I <br /> � <br /> � ���� : . <br /> To �h+e Honorab�+e; IUlaay+�r �n�d ��ty Cc�unc�l <br /> Fic�m �he �' ' Il�lana 8r <br /> June 28, 2004 <br /> Subject <br /> Award of Contract — 2003-2004 Asphalt Rubber Chip Seal Project. <br /> Recommendation <br /> Approve the Contract Documents and award the contract for the 2003-2004 Asphalt <br /> Rubberi2ed Chip Seal Project to the lowest responsible bidder, Western States <br /> Surfacing Inc. of Modesto, California, for their low bid of $691,761.36. <br /> Background <br /> This year's project is a continuation of the "Cape Seal" Program, and targeted again for <br /> the lower traffic volume/residential streets. Because this "cape seal" method is done in <br /> two separate procedures, it calls for two separate contracts (i.e., chip seal and slurry <br /> seal). By breaking this project into two separate contracts, the work will be coordinated <br /> directly with the contractor performing each specialty item, thus eliminating the prime <br /> contractor's mark-up, usually associated with subcontractors. With the City directly <br /> coordinating the specialty contractors, we should be able to achieve a better quality <br /> project as well. <br /> Advance preparation work is necessary prior to the start of the Asphalt Rubberized <br /> Chip Seal Project. This work involves sealing cracks and leveling the existing surface <br /> with a thin layer of asphalt to smooth out the depressions, ruts, and raveling, typical of <br /> badly deteriorated streets. This preparation work is currently being performed by the <br /> City's Public Works Services Street Maintenance Section, and will be completed as <br /> scheduled before the Asphalt Rubberized Chip Seal Project begins. Once the Asphalt <br /> Rubberized Chip Seal Project is finished, the Slurry Seal Project will begin <br /> approximately two weeks later, which will then complete the "Chip Seal" resurfacing <br /> method. <br /> The stages of construction for the project are as follows: <br /> 1. Removing the roadway striping and covering the manhole, valve box, and <br /> other utility boxes. <br /> 2.
