Fro�n th� �i Nlana er <br /> June 28, 2004 <br /> Subject <br /> Award of Contract — Garrett Park Storm Drain Culvert improvements Project <br /> Recommendation <br /> Approve the Contract Documents and award the contract for the Garrett Park Storm <br /> Drain Culvert Improvements Project to the lowest responsible bidder, Bianchi <br /> Construction of San Jose, California, for their low bid of $76,298.00. <br /> Background <br /> In 1970, as part of one of the City's General Improvement Projects for Storm Drain <br /> Improvements, the City installed a drainage inlet upstream of the Garrett Park, with an <br /> open channel going across the Park and leading to an underground, 48" diameter pipe. <br /> Since then, the downstream neighborhood has been developed, and homes were built <br /> directly adjacent to the 48" pipe. <br /> The upstream drainage area, which is primarily the unincorporated San Mateo County <br /> area, was mostly undeveloped when the original improvements for this channel were <br /> installed. Since then, quite an increase in development has taken place, along with an <br /> accompanying increase in the amount of impervious surface. This development has the <br /> impact of creating more storm water runoff. It is estimated that there is an increase of <br /> about 30% in the amount of runoff from the original construction. <br /> The inlet upstream of Garrett Park clogs with debris fairly easily because of the rugged <br /> terrain draining into the park. Even with conscientious efforts on the part of our <br /> maintenance crews, the inlet got plugged during the heavy rains of December 2002. <br /> The plugging of the inlet caused the overflow and subsequent damage to the claimants' <br /> properties. <br /> After careful studies, and considering several alternatives, Engineering and <br /> Construction (in coordination with Public Works Services and Kennedy Jenks <br /> Consultants) came to a conclusion, that modifying the existing inlet structure to <br /> increase the trash rack area would be the best solution in solving the drainage problem. <br /> _ .._ .. __ _. _ . <br />
