REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />Award Contract for Parking Access and Revenue Control System Upgrade <br /> <br />RECOMMENDATION <br />By motion, <br />1) Approve and authorize the City Manager to execute a Master Agreement with <br />Scheidt & Bachmann USA to provide acquisition and installation of a Parking Access <br />and Revenue Control System (PARCS) for the Marshall and Jefferson Garages for an <br />amount not to exceed $706,690.63; <br />2) Authorize the City Manager to purchase extended warranty and maintenance <br />services with Scheidt & Bachmann USA, following the original 3-year warranty, <br />annually, for up to ten years for a total amount not to exceed $292,833.33; <br />3) Authorize the City Manager to increase the contract amount, if necessary, by up to <br />10% of the original contract amount, and <br />4) Confirm the determination that the Project is exempt from the provisions of CEQA. <br /> <br />BACKGROUND <br />The City owns two downtown parking garages which serve visitors and downtown <br />employees. The City entered into the Parking Facilities Agreement for the theater <br />development (“On Broadway” project), which required validation for people going to the <br />movie theatre. Implementing this condition required installation of parking access and <br />revenue control equipment (PARCS). The system includes gate arms, pay machines, a <br />computer back office and ancillary equipment. The PARCS currently installed at the <br />Jefferson and Marshall parking garages has reached the end of its useful life and <br />requires replacement. <br /> <br />ANALYSIS <br />In April 2015, a Request for Proposals (RFP) for a new Parking Access and Revenue <br />Control System was sent to qualified vendors. Staff received two proposals by the May <br />13, 2015 deadline. Staff representatives from our Engineering Division, Finance and <br />Information Technology Department, Public Works Department, City Manager’s office, <br />and the Parking Advisory Committee participated in the review and evaluation process. <br />Evaluation criteria were based on least cost/best value (including on system features, <br />scalability, and the ability to integrate with other parking systems), qualifying experience <br />and references, and ability to meet schedule goals. In addition to the written proposals, <br />staff interviewed the proposers and visited current installations. Based on the evaluation <br />6.1.B. - Page 1
