criteria, staff recommends entering into an agreement with Scheidt & Bachmann <br />(“S&B”). <br /> <br />Founded over 140 years ago, S&B is a privately owned German company recognized in <br />the parking industry as a leader in their equipment features and capabilities. With over <br />6,000 installations in 50 countries, S&B has a demonstrated track record. Locally, their <br />equipment is in use at Stanford Hospital and in Walnut Creek, Oakland, and San Jose. <br />Their equipment will also be used in the Crossing 900 garage. <br /> <br />According to the project schedule (Exhibit C to the agreement), S&B will manufacture <br />the new equipment and begin installation (including an improved intercom and CCTV <br />system) in January 2016. The gap between the notice to proceed and the start of <br />installation is due to the current production lead time in S&B’s factory and the factory <br />acceptance testing that happens prior to shipment to Redwood City. After a full month of <br />testing following the installation, system acceptance is anticipated in April 2016. <br />Although this delays the benefit of the new equipment longer, it avoids disruption to the <br />parking garages during the busy holiday season. <br /> <br />One concern has been how validations will be handled when the Crossing 900 parking <br />garage is opened to the public. During any time between the opening of Crossing 900’s <br />parking garage and the commissioning of our new system, parkers will continue to have <br />their parking tickets validated at the movie theatre. Theatre staff will be able to <br />distinguish which tickets belong to each facility (by color of the ticket or text) and <br />validate accordingly. When our new system is online, validations will be handled by the <br />same equipment, as all garages will use the same system. <br /> <br />The proposed equipment upgrades are part of ongoing efforts to improve the <br />convenience and effectiveness of the City’s downtown parking program. Other efforts <br />include: <br />· New on-street parking meters – the top ranked vendors have been selected and <br />agreements are being finalized for a three-month pilot. During the pilot, parkers <br />will be able to provide feedback on each machine and to vote on a preference. <br />· Digital Garage Signs – with the selection of the PARCS equipment, staff can start <br />the process to select and install signs to provide real-time information on the <br />number of parking spaces available in each garage. <br />· In lieu parking fee nexus study – a draft is complete and will be coming to <br />Council to approve changes in how revenues from the fee are used and the <br />amount of the fee. <br />· Transportation Demand Management (TDM)/Parking Manager - job description <br />has been drafted and should come to Council for consideration in October. <br />· Data collection – updated parking occupancy and duration data was collected in <br />August to inform whether adjustments to parking policies are warranted. <br />· Survey of Downtown employees – survey instrument has been finalized and will <br />be distributed to employers in Downtown. This will establish a baseline on current <br />commute behaviors and identify the best opportunities for increasing the number <br />of people who choose alternatives to driving alone to work. <br />6.1.B. - Page 2
