Mr. Tumlin replied that a lot of work has
been done already, but there are plans that need to continue to be implemented. Mayor
Gee asked about the Request for Qualifications for consultants for El Camino. Mr.
Aknin stated that it will be released in the next few weeks.

Council Member Bain asked if it's time to look at the Plan and see if it's playing out the
way that it should be. He stated that they may also need to examine the role of
aesthetics in the plan. Mr. Tumlin agreed, stating that the perceived loss of community
character is what residents have trouble with.

Council Member Aguirre stated that she is very happy to see Mr. Tumlin doing this work
in the peninsula because the issues here are common in the region. Council Member
Pierce asked Mr. Tumlin if he feels Redwood City is getting closer to having peoples'
daily lives be run “within” walking distance. Mr. Tumlin stated that compared to 1987
when he started coming here, there is more to do in downtown Redwood City. He
stated that the work is not done, but an interesting destination has been created. He
stated that with the housing starting to come online, it will make it possible for retail to
survive.

Council Member Pierce asked what some regional steps could be taken to help improve
El Camino. Mr. Tumlin stated that there needs to be a public transit strategy for El
Camino because it has to be a partnership with a big vision and incremental
implementations.
‘
Council Member Seybert thanked Mr. Tumlin for the presentation. He stated that the
question that interests him is what to do for future customers, and the downtown that
Redwood City has now is from a task force created 20 years ago. He spoke about the
need to create walkable and cyclable paths of transportation and an aesthetically
attractive place to do that. There was a discussion about decisions in the moment
affecting current residents but being sure to plan for future residents as well. Mayor
Gee asked Mr. Tumlin what he might change in his presentation if he came back in 20
years. He replied that he does not think he would need to do this presentation in 20
years.

C. City Manager Recruitment Process (205)

Recommendation:
Review information provided. No Council action is recommended at this
time.

Ms. Lockhart, Redwood City HR Manager, gave an update on the City Manager
recruitment (presentation on file). She gave an overview of the past and expected
recruitment timeline and discussed Teri Black and Company, who has been working on
the planning of the process. She stated that she anticipates an appointment in mid-
July.

Council Member Bain stated that this is a very important moment for the City. He noted
a line in the brochure indicating that people did not necessarily need to have Assistant
6.1.H. - Page 9
