REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />Award of Contract – Red Morton Park Synthetic Turf and Tennis Court Renovation <br />Project <br /> <br />RECOMMENDATION <br />Hold a public hearing and adopt a Resolution: <br />1. Adopting the Initial Study/Mitigated Negative Declaration for the sports lighting <br />part of the Red Morton Park Synthetic Turf and Tennis Court Renovation Project and <br />finding that the non-sports-lighting part of the Red Morton Park Synthetic Turf and <br />Tennis Court Renovation Project is categorically exempt under the California <br />Environmental Quality Act, and <br />2. Authorizing the City Manager to execute the contract documents and award the <br />standard form contract 00520 for the Red Morton Park Synthetic Turf and Tennis Court <br />Renovation Project to O.C. Jones & Sons, Inc. of Berkeley, CA for their responsive and <br />responsible low base bid of $4,441,700.00; and, authorizing the City Manager to <br />execute an amendment to increase the contract amount, if necessary, up to 10% of the <br />amount awarded. <br /> <br />BACKGROUND <br />Red Morton Community Park is the City’s premier recreational destination that hosts <br />two softball fields, three baseball fields, three soccer fields, three community facilities, a <br />skate park, playgrounds, as well as passive park space. <br /> <br />Eight years ago, the City converted the grass athletic fields into synthetic turf surfaces. <br />This has allowed for significant reductions in staff resources needed for care. <br />Furthermore, there has been an estimated 24 million gallons of water saved over this <br />eight year span. <br /> <br />The synthetic turf fields have reached the end of their functional life, and there is a need <br />to replace these turf fields and also address subsurface stabilization and drainage <br />issues at some fields. The playing fields are used year round for soccer, baseball, <br />softball, football, and other field sports by both the local community and visiting <br />tournaments. Because Red Morton Park is the main City Park and is relied upon by the <br />entire community for recreation and open space, coordinating construction to replace <br />turf fields and resurface tennis at the park to minimize disruption to the community is an <br />essential component of this project.
