public play, tournaments, and lessons, thus requiring coordination and outreach to that <br />specific community. <br /> <br />The City hired Verde Design, Inc., a park and athletic planning consultant, to prepare <br />plans and specifications to renovate the synthetic turf and tennis courts. <br /> <br />The contractor hired to renovate the synthetic turf and tennis courts will also replace <br />existing lighting and install new sports lighting as part of the contract. As described in <br />the attached Planning Commission Staff Report from August 18, 2015 (Attachment No. <br />2), the City proposes to install seven new light standards around the perimeter of <br />Mitchell Field for use until 10:30 p.m. seven days per week as is currently permitted at <br />Bechet/Griffin Field and McGarvey Field. In addition, the City also proposes to replace <br />the existing sports lighting around the tennis court facility. The original project scope <br />included replacement of existing sports lighting at Bechet/Griffin Field, however the <br />Bechet/Griffin Field lights are no longer included within the scope, and will be replaced <br />as part of a future improvement project. <br /> <br />In accordance with the California Environmental Quality Act (CEQA), an Initial <br />Study/Mitigated Negative Declaration (IS/MND) was prepared to assess the potential <br />environmental impacts that could result from the proposed sports lighting part of the <br />Project (Attachment No. 3). The IS/MND concluded that the sports lighting will not <br />result in a significant effect on the environment because the project incorporates <br />mitigation and standard measures to reduce potential impacts to a less than significant <br />level. On August 18, 2015 the Planning Commission reviewed the sports lighting and <br />the IS/MND, and subsequently adopted Resolution No. 15-17 (Attachment No. 4), <br />recommending that the City Council approve the Red Morton Community Park sports <br />lighting project and adopt the associated Initial Study/Mitigated Negative Declaration. <br /> <br />ANALYSIS <br />The project consists of the following improvements: <br />1) Demolition of existing turf, irrigation, fencing and paving. <br />2) Erosion Control and best management practices (SWPPP). <br />3) Earthwork and grading operations, drainage systems. <br />4) Excavation, backfill and compaction as needed. <br />5) Dust alleviation and control; and site cleanup. <br />6) Installation of new concrete and asphalt paving and concrete edge-bands. <br />7) Athletic furnishings and tennis court surfacing. <br />8) Synthetic Turf replacement. <br />9) Irrigation and landscaping. <br />10) Light posts and lighting installation. <br />11) Installation of fencing, curbs and walls. <br />12) Close-out documentation <br />13) Installation of a batting cage <br /> <br />The synthetic turf specification was developed by Verde Design Inc., and details the <br />minimum testing requirements and parameters for acceptable synthetic turf products. <br />8.A. - Page 2
