Jones & Sons, Inc. <br />Substantiation: O.C. Jones & Sons, Inc. is the lowest responsive and responsible <br />bidder <br /> <br />The low bid of $4,441,700.00 submitted by O.C. Jones & Sons, Inc. is approximately <br />21% lower than the engineer’s estimate of $5,650,192.00. O.C. Jones & Sons, Inc. has <br />successfully completed similar projects in the past and is a qualified contractor. Based <br />on the bids received, staff believes that the low bid is reasonable and recommends <br />awarding the contract to O.C. Jones & Sons, Inc. <br /> <br />Construction is expected to begin at the beginning of November, 2015, and conclude <br />within 120 calendar days. The City will give notice to all residents, businesses, and <br />community organizations that might be affected by the construction. Additionally, the <br />contractor is obligated to notice area residents and businesses two weeks prior to the <br />start of work. Signage that contains project information will be posted at the construction <br />site and construction updates will be available on the City’s website. <br /> <br />ALTERNATIVES <br />Council may choose to not approve the Red Morton Community Park Sports Lighting <br />Project, and not adopt the associated Initial Study/Mitigated Negative Declaration, and <br />direct Staff to provide additional information and analysis. <br /> <br />Council may also choose not to award the contract and direct staff to redesign and/or <br />rebid this project. Given the current condition of the fields, the potential of a failure to <br />any of the fields would be impactful to the soccer, baseball, softball, football, and other <br />field sports, and would be very disruptive to the community as a whole. <br /> <br />FISCAL IMPACT <br />Funds for this specific project have been approved and appropriated through the City <br />Council approved Capital Improvement Program from the past two fiscal years. <br /> <br /> <br />8.A. - Page 3
