ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City determined that, with the exception of the <br />sports lighting, all aspects of the Red Morton Park Synthetic Turf and Tennis Court <br />Renovation Project meet the CEQA exemption criteria as set forth in Section 15301, <br />"Existing Facilities,” because the project would repair subsurface stabilization and <br />drainage problems with the replacement of existing synthetic turf with similar materials. <br />The Project would not expand the use of the playfields to be repaired. Furthermore, this <br />project is designed to be compliant with the City’s Engineering Standards and currently <br />accepted practices. <br /> <br />For the sports lighting an Initial Study checklist was prepared to identify any potential <br />impacts. The IS/MND concluded that the project will not have a significant effect on the <br />environment since it will incorporate the mitigation and standard measures contained in <br />the IS/MND. On August 18, 2015, the Planning Commission held a duly noticed public <br />hearing to take in public comment and review the proposed project, and adopted <br />Resolution No. 15-17 recommending City Council approval of the project and the <br />associated IS/MND. <br /> <br />This project requires a National Pollutant Discharge Elimination System (NPDES) <br />General Permit for stormwater discharges associated with construction and land <br />disturbance activities due to the total land disturbance being greater than one acre. The <br />project has prepared a Stormwater Pollution Prevention Program (SWPPP) dated June <br />4, 2015, and submitted the necessary documents with the State of California.
