ENVIRONMENTAL REVIEW
As the lead agency, the City of Redwood City determined that, with the exception of the
sports lighting, all aspects of the Red Morton Park Synthetic Turf and Tennis Court
Renovation Project meet the CEQA exemption criteria as set forth in Section 15301,
"Existing Facilities,” because the project would repair subsurface stabilization and
drainage problems with the replacement of existing synthetic turf with similar materials.
The Project would not expand the use of the playfields to be repaired. Furthermore, this
project is designed to be compliant with the City’s Engineering Standards and currently
accepted practices.

For the sports lighting an Initial Study checklist was prepared to identify any potential
impacts. The IS/MND concluded that the project will not have a significant effect on the
environment since it will incorporate the mitigation and standard measures contained in
the IS/MND. On August 18, 2015, the Planning Commission held a duly noticed public
hearing to take in public comment and review the proposed project, and adopted
Resolution No. 15-17 recommending City Council approval of the project and the
associated IS/MND.

This project requires a National Pollutant Discharge Elimination System (NPDES)
General Permit for stormwater discharges associated with construction and land
disturbance activities due to the total land disturbance being greater than one acre. The
project has prepared a Stormwater Pollution Prevention Program (SWPPP) dated June
4, 2015, and submitted the necessary documents with the State of California. The
SWPPP has been included as part of the project contract documents.

JAMES O’CONNELL, PE
ASSOCIATE ENGINEER

AARON AKNIN, ACIP
INTERIM CITY MANAGER

ATTACHMENT
1.
